Q: Mercy University Public Private Walkway

Previous Next Mercy University’s public private walkway was developed to connect students and commuters with safe access to the Ardsley-on-Hudson Train Station. Developed in partnership between Mercy University, the Village of Irvington, and the MTA, the construction project was one of many recent improvements to the Dobbs Ferry, NY campus. Student-centered renovations included the construction of a new dormitory, associated walkways, utilities, offsite road and traffic signal improvements, landscaping, and additional parking. Rockland County’s Highway Department Facilities Complex has been awarded the Public Works Project of the Year Award by The New York Metropolitan Chapter (NYMC) of the American Public Works Association!
The state-of-the-art $40.5 million complex includes an administrative building, an operations and maintenance facility, a repair shop, an indoor garage for equipment, an enclosed salt storage facility, an internal road network with access to major roads, paved parking, and a fueling station for diesel and gasoline. Supporting the Rockland County Highway Department, this new infrastructure enhances the department’s ability to construct, maintain, supervise, repair, and care for local roadways, bridges, and culverts.
Our team provided overall project management as well as structural engineering, civil engineering, geotechnical engineering, and surveying for the design of the highway facility complex. Our scope included engineering creative design solutions to optimize the unique site layout, developing parking layouts and roadway designs to maximize access and circulation, and addressing off-site drainage by creating an internal and external drainage system to manage runoff from the salt storage facility.

Upcoming Opening of  the Davis Center at Harlem Meer
Replacing the original 1966 Lasker Pool and Rink, the Central Park Conservancy&#8217;s reimagined Davis Center represents a $160 million investment in community recreation and access to nature. Seamlessly integrated into the surrounding landscape, the Davis Center features a full-scale ice rink, an additional skating area on the Meer, a larger-than-Olympic-size pool, and a new outdoor spray pad.
Demolition
Our engineers played an important role in the early stages of this transformation. They developed the demolition plans for the original facility, including the strategic capping of utilities and initial soil erosion control to ensure a safe and environmentally responsible process.
Transformative Deck for Seasonal Recreational Adaptability
To make the facility accessible year-round, our entertainment team also designed a unique scaffold system inside the pool area. This adaptable system provides a flat surface for ice in the winter and can be covered with synthetic grass in the spring and fall, creating additional recreational space for the community.

Join Jay Glucksman, PE on a guided tour of McLaren’s recent project: the Office of Mental Health at South Beach Psychiatric Hospital. Civil Engineering
A key challenge was raising the proposed building&#8217;s elevation and it’s adjacent parking by 4 feet to meet FEMA Floodplain Elevation regulations, crucial for flood risk management near the Kill Van Kull in Staten Island. To reduce these risks, our civil engineering team meticulously designed drainage systems to direct stormwater to detention and infiltration practices, ensuring effective flood mitigation. Safety and accessibility were also key objectives in this project, with detailed attention given to ADA-compliant pedestrian pathways and lighting to ensure safe navigation.
Structural Engineering
For the maintenance garage, McLaren provided structural engineering services for the mezzanine framing of floor (space between the foundation and the first floor).

Hi, my name is Jay Glucksman and I work for the Site/Civil Engineering division of McLaren Engineering Group. Here we&#8217;re at the Office of Mental Health South Beach Hospital. We&#8217;re here out at the job site, where we’re looking at the future building to be built, which is a maintenance garage. They&#8217;re currently working on the foundation and rough grading around the building. 
McLaren was responsible for the structural engineering design, site/civil engineering design, and ongoing construction review of this project. We&#8217;re featuring here the excavator, which is being used to move soil around the site as we&#8217;re going to be raising the elevation about four feet up higher to comply with the local flood regulations here on Staten Island. 
We&#8217;re not very far from the Kill Van Kull and other bodies of water, so we have to be very cautious about floodwater here at the site. 
Ensuring Safety: McLaren&#8217;s Review of Site Lighting for Pedestrian and Parking Structures

As well, we can see here, lighting that&#8217;s on the site. McLaren reviewed and checked that all the lighting would be safe and adequate for the parking structures, for the review, and for pedestrian safety. Lighting levels need to be maintained so that pedestrians can walk safely from their cars to the buildings on the site.
Site/Civil Review: Effective Curb, Roadway, and Drainage Design
McLaren, as part of the site/civil review, designed the curbs and roadway design for the parking lots and put together a package for trying to prevent and establish proper drainage across the site. The roadways and parking lots all lead to a single point towards the catch basin, which takes all the stormwater into it and directs the stormwater where we want it to go underground into either an infiltration system or into other pipes, which will lead to the public stormwater sewer system.
Designing For FEMA Floodplain Elevation 
We&#8217;re looking at the excavation and grading of the area where the maintenance building will be installed. In this area, we&#8217;re currently working on rough grading and developing enough of a grade for the building to be built on. The building will be elevated four feet above what you see now in this video, and that will be to accommodate for the FEMA floodplain elevation. 
As part of this design, McLaren provided structural engineering services, geotechnical services, and design services relating to designing the foundations, piles, and utilities seen here. These are the driven piles of the foundation which will be built upon later. 
Integrating Design: Curb and Salt Storage Shed Placement for Seamless Access
And this is the curb of the entry roadway, where we&#8217;re going to have a salt storage shed as part of this site design plan. It&#8217;s hard to see now, but there was a curb design here at play that allows for the salt shed design to be right here, located above this curb, such that the entrance to the salt shed will be flush curb elevation with the roadway.
Pedestrian Accessibility and Compliance
There&#8217;s a lot of work to be done still here, but in addition to all this work that&#8217;s to be done, we have a nearly finished section of work here where we have a parking lot facility, lighting facilities, pedestrian facilities such as sidewalks, and we have landscaping installed. 
Part of McLaren&#8217;s design in site/civil is ensuring that pedestrian access is maintained. Here we can see we have an ADA ramp and crosswalk that leads across the roadway, which will be traveled by cars to another ADA ramp and crosswalk. After this has been constructed as seen here. We come in and we verify all of the measurements and slopes are compliant with the Public Right of Way Accessibility Guidelines. That&#8217;s PROWAG (Public Right of Way Accessibility Guidelines) which tell us that we need to have this ADA ramp at a specific slope in order to make sure that is accessible and provides safe design and transport for people across the site. The sidewalks also continue and circulate around the building, and the sidewalks have their own guidelines that are to be followed that limit the slope, which is how long something can run versus how high it goes up across the site. In our case, all of the sidewalks are less than 5%, which means they&#8217;re well within the design and the construction tolerances for the site.
Here we have my four-foot level and as I read it it says we have a 1.5% slope going down the parking lot from the sidewalk towards the drainage structure. This is within the design tolerances. And is part of one of the detailed drawings that McLaren Engineering provided for the site design process. As you see, we have a few handicap and ADA accessible parking stalls laid out, as well as accommodating signage to label each parking spot and identify where the parking spot is versus where in the buffer zone between parking spots is. 
Site and Drainage Design for the Office of Mental Health 
McLaren provided site/civil engineering services, including this layout and drainage pattern with grading design, which allows for the site to function and allows stormwater to travel as we predict across the site. As part of McLaren&#8217;s site design package. We also design and provide details for the drainage structures. 
Here we have a rare case where you get to see what a drainage structure looks like above ground before it gets put into the ground. You can see there are large precast concrete structures and we have to provide dimensions, details, and descriptions of how we want the structure fabricated, where we want the holes placed in it. And then we will verify in the field once it&#8217;s installed that it&#8217;s installed the correct elevation. As you can see, a drainage structure is made up of multiple parts. You have the middle channel you can have as part of this, which is a doghouse manhole, a concave section there. A concave section here where we&#8217;re going to be laying over other utilities. And then we have a more standard drainage structure here, where a pipe would come through one of the two ends. There&#8217;s also some supporting design rebar and the frame and grate, which will go on top of the drainage structure itself. The top slab of the drainage structure is here, which will be lifted, which can be lifted up by a crane or by bobcat. Using these pick points that are on the structure slab itself. The slab is very heavy. It&#8217;s very hard to manipulate by hand, by person. But all of this is part of the wonderful site design services and drainage design that McLaren provides. Check out the cool drainage structures.
I&#8217;m standing here at the new main entrance parking lot to the OMH South Beach Psychiatric Hospital site. And as you can see, it&#8217;s completed effectively. The thing that they&#8217;re waiting for right now is stabilization, which is for this grass growth here. You can see that there&#8217;s a cover over the area that doesn&#8217;t look like bare soil. This is a hydro seed that they&#8217;ve planted. So when the grass grows, the site will be fully stabilized and ready, but as of right now, they&#8217;ve got all their parking lot striping in, they&#8217;ve got the accessible ramps in, they&#8217;ve got pavement striping in the form of crosswalks and directional arrows on the ground.
Green Infrastructure: Solar-Powered Site Lighting
And you can see that they also have site lighting present here. The site lighting is part of a specification and part of the design intent that it&#8217;d be green infrastructure where the lights are solar powered and they are able to run by themselves off that solar power. And they have an auxiliary backup power support in the foundation that allows for if there isn&#8217;t enough sunlight, should that ever happen, that insufficiently charges the batteries that they can be powered off the electricity from the grid. But as of this moment and from observations we&#8217;ve seen, the solar-powered lights are working functionally, and McLaren aided in specifying and providing help with the green design. 
We also reviewed the lighting design to make sure that pedestrian safety was put at the forefront. We made sure lighting levels would be safe at nighttime, and that it would be easy to traverse the area.
Ground-Level and Aerial Views: Ensuring Accessible Parking on Seaview Avenue
I&#8217;m standing here on the sidewalk on Seaview Avenue, and you can see that we also have striping to indicate areas accessible parking spaces as well. Accessible parking spaces are blue, and there&#8217;s signage put up to make sure that all the parking is done properly. And this is what this looks like from the ground view level.
And there&#8217;s some interesting differences between what we see at the ground view and what we see in aerial view. The layouts are different, and our designs take all this into account. And McLaren was forefront in providing the civil and site services to make this design work.

National Aquarium Solar Tree

The National Aquarium has set out on a bold mission to go net-zero-neutral on greenhouse gas emissions by 2035, and the McLaren Maryland team is a part of engineering that sustainable future!
The National Aquarium waterfront campus’ new solar tree is located at Pier 4 of Baltimore&#8217;s Inner Harbor and will transfer clean energy to the Aquarium’s solar grid. During the day, the tree uses its &#8220;branches&#8221; to collect energy from the sun to help power the aquarium and at night, it glows using its energy-efficient LED lighting. Our team provided civil engineering and foundation design for the solar tree energy transmission project including site plan and permitting.

More Sustainable Features
Additionally, National Aquarium being a conservation focused organization, it is undergoing projects to keep the Chesapeake Bay healthy. McLaren has been part of the Aquarium’s reimagining of its waterfront, through work on a thriving wetland ecosystem prototype with a goal of transforming it into a full scale, 14,000 square foot floating wetland habitat between two piers.

Hampden Branch Library Renovation

Erected in 1899, the Hampden Branch of the Enoch Pratt Free Library in Baltimore, Maryland underwent modern renovations both inside and out, while preserving its historic appeal and doubling its footprint within the constraints of the property. The multi-million dollar extensive overhaul included digging out the basement to create a new meeting room, landscape upgrades, the addition of new public bathrooms, and a new handicap accessible ramp.
McLaren Engineering Group provided various innovative solutions for the library renovation. Preliminary design and planning services included a full site survey, preliminary site plan, and coordination with the City for permit exemptions. Final engineering services included the preparation of Final Site Development Plans and Final Landscape Plans.

The McLaren Difference: Applied Ingenuity
McLaren faced several challenges during renovation, including historic preservation restraints. Given the historic nature of the library, it was subject to additional reviews from the City of Baltimore’s Commission for Historical and Architectural Preservation (CHAP).
Civil Design + Stormwater Management
Civil design included re-grading the yard to accommodate the architectural site plan, adding ADA access ramps to both the upper and lower levels of the building, and stormwater management design retrofit.
The stormwater management design presented unique difficulties due to Baltimore City requirements for historic properties and lot size constraints. City requirements state all drainage must be maintained on site; however, due to historic preservation requirements, the building (roof drains included) had to remain unchanged. Through a series of subsurface drywell facilities and infiltration trenches, McLaren was able to reduce the post-development discharge to below pre-development levels, while reclaiming surface area for additional landscaping and recreation area. The stormwater management design provided for additional landscaping and achieved reduced overland flow to adjacent properties by mimicking natural drainage patterns and utilizing Environmental Site Design (ESD) techniques. For the underground stormwater management system, McLaren used micro-scale practices and ESD techniques to treat for water quality, and quantity control.
Additionally, by limiting all necessary improvements to the sides and rear of the building, McLaren’s team was able to preserve the building’s historical architectural frontage.
Landscape Design Library Renovation
The site&#8217;s existing open space was limited with roads to the front and rear as well as existing structures on both sides. However, McLaren’s design solutions allowed all proposed improvements to be completed within these constraints.
Landscape design included sculpting both side yards, front yard, and the rear yard. Bike storage was included in the design, as well as fencing with gates for security and an increased plant perimeter. The team also helped with utility connections for the new upgraded bathrooms and with coordination for the city permit exemptions.
Foundations and Earthwork Design
McLaren provided support of excavation (SOE) design for digging out the basement to create a new meeting room and sunken level entry. Retaining walls were repaired and designed along the side and rear of the property.
Surveying
To assist this design work, topographic survey and property boundary survey were performed and utility location/elevations were collected.

Rockland County Highway Facility Complex

A new state-of-the-art $35-million highway facility complex, storage, and repair facility was needed to meet the Rockland County Highway Department’s operational needs. This 24-acre location situated on the border between Clarkstown and the Village of Chestnut Ridge, in the Town of Ramapo, NY just north of New York State Thruway Exit 14a is set up to have an office building, operations building, vehicle storage, repair shop, truck wash, salt shed, fuel station and cold storage.
The Rockland County Highway Department is responsible for the F, construction, maintenance, supervision, repair and care of approximately 340 lane miles (167 centerline miles) of roadways, 83 bridges and 115 culverts. McLaren Engineering Group is providing overall project management, structural, foundation and civil engineering for this highway facility complex. With convenient access to Rockland’s roads and highways, the new facility will help reduce response times during snow emergencies and improve the County&#8217;s ability to maintain its highway infrastructure.

		This Highway Maintenance complex includes:

Administrative and engineering building providing office space for 60+ people, comprising the administration, operation, engineering, and drainage divisions of the Highway Department, as well as the County’s emergency backup computer operations
Operations and maintenance building with space for repairs of department’s equipment
Indoor garage space for trucks, vans, equipment and supplies
Drive through, enclosed salt storage facility with a minimum 10,000-ton capacity
Interior road network including access to the two main surrounding roads
Internal roads and parking for vehicles and equipment
Adequate paved parking for employee and visitor use (approximately 90 spaces)
Diesel and gasoline fueling station

The McLaren Difference: Applied Ingenuity
The property is a long narrow site with substantial grading, limiting building placement options. Through balancing cut and fills and a pedestrian corridor, McLaren and the project team were able to come up with creative cost-effective design solutions to utilize the entire site and minimize inefficiencies. A custom steel bridge was designed to connect the Administration Building and the Operations Building, tying the upper and lower portions of the site together &#8212; allowing for a cohesive work environment on this challenging site.

For the Vehicle Storage Building, slab on grade was designed for increased durability to support the heavy loads of the plow trucks and other vehicles and resist the corrosive effects of road salt. The concrete is a Fibermesh® SIKA mixture of macro and micro synthetic fibers, that strengthen the concrete.
Parking layout, pavement design and roadways were a big challenge with regard to site access and circulation. For this uniquely shaped site, McLaren conducted a topographic survey that our geomatics team then used to layout an interior road network that allows trucks and vehicles access to Pascack Road and Old Nyack. Included in the design was the modification of signals at the Pascack Road intersection.

Green Building
All off-site drainage required for the construction of the site was considered as part of this design. Our civil engineering team developed an internal/external drainage system with careful consideration to the salt storage facility run-off. A detention basin and infiltration basin were designed based on the load capabilities and have a spillway once decontaminated.
Radiant flooring was installed in the Operations and Maintenance Building to help keep the machinery and tools at an even temperature. McLaren engineered the thickness of the concrete and load distribution over the piping installed and designed by the MEP subconsultant.
Highway Facility Coordination
To improve coordination throughout the project, McLaren communicated information efficiently with the design team, construction team and the client as well. Since it is such a big project the design team included multiple members including an MEP consultant, Architect, Landscape Architect, Programming and Site Development, Furnishings and Graphics and Registered Communications Distribution Designer (RCDD).
McLaren conducted an ongoing Value Engineering effort to reduce costs for this transportation facility. Evaluating drawings and making changes in order to meet budget constraints.
The project originally started in 2002, but due to the great recession and project amendments construction didn&#8217;t start until August of 2020. McLaren worked with the project team and the County throughout the process. Detailed drawings and renderings were produced to present the complex to the public.

Highway Facility Complex Aesthetic
McLaren prepared preliminary design plans that included site and building plans, interior layout, site infrastructure, and landscaping. These plans were sufficiently detailed to provide the county with enough information to adequately review the design and provide approval to proceed accordingly. The facilities were sited to produce an aesthetically pleasing, functionally efficient and economically constructible complex. The environmental area with a detention basin and infiltration basin, and landscaping were designed to screen the complex from the surrounding community.
For the Administration Building, the structural design required unique solutions to create a strong, cost-effective building that is sensitive to the unique architecture. The use of glued-laminated (Glulam) beams and Cross-Laminated Timber (CLT) roof panels allowed for long spans that fly beyond the building envelope. This green solution, not only provides a pleasing aesthetic, inside and out, is also keeps the building heat or cooling in.

McLaren Engineering Group provided site / civil engineering and surveying services for a new FedEx Ground warehouse facility in Orangetown, NY. McLaren helped design the new 215,800-square-foot warehouse complex that staffs 320 FedEx employees.
Comprehensive Engineering and Approvals for Warehouse Development
McLaren’s team of expert engineers were responsible for the design of the site’s drainage system, final approval plans and construction documents. McLaren worked with the local township to ensure strict requirements were followed as the FedEx Ground Warehouse was designed and built &#8211; while preparing a final subdivision plan (that included parking) and receiving approvals on all phases from the Rockland County Health Department, U.S. Army Corps of Engineers and NYS Department of Transportation. McLaren Engineering Group provided civil and structural engineering and design services for the Rutgers Center for Advanced Infrastructure and Transportation (CAIT) program in Piscataway, NJ. The program received funding to develop the feasibility and design of an Accelerated Infrastructure Testing Facility. The first phase included an enclosed facility to house testing equipment and samples. The next two phases saw the development of a second building as a shell for future materials and a third area to serve as an outdoor testing facility.
