Soldiers and Sailors Memorial Reconstruction

Located on Manhattan’s Upper West Side at Riverside Drive and West 89th Street, the Soldiers’ and Sailors’ Monument has stood since 1902 as a tribute to New York’s Union Army soldiers and sailors. Decades of deterioration, ranging from water intrusion and structural decay to settlement and accessibility issues, led to the site being closed in 2018. NYC Parks initiated a comprehensive reconstruction to restore public access and ensure the monument’s long-term preservation.

As a subconsultant to WXY Architecture + Urban Design, McLaren, a division of KCI, is providing civil, geotechnical, and survey services to support the full restoration of this historic landmark and its surrounding plaza.

Restoring NYC History

The monument rises approximately 100 feet above Riverside Park, anchoring a plaza composed of retaining walls, stairways, and landscaped terraces. With no major rehabilitation since the 1960s, many site elements reached a critical state of disrepair.

Key challenges included:

  • Structural deterioration of the plaza and retaining walls
  • Water intrusion leading to material decay
  • Settlement and uneven surfaces beneath the paver system
  • Aging railings and site elements beyond their service life
  • Non-compliant pedestrian routes, preventing ADA accessibility

The reconstruction program revitalizes the monument and modernizes the plaza with universal access, improved site circulation, and architectural lighting that enhances the structure’s civic presence.

Civil Engineering

Our civil team is designing critical upgrades that support long-term resilience and public use of the restored plaza. Key contributions include:

  • New water supply system designed to serve irrigation and maintenance needs
  • Installation of hose bibs to support landscape care
  • NYCDEP permitting, including coordination for new utility connections
  • Development of a Stormwater Pollution Prevention Plan (SWPPP)
  • Drainage improvements to reduce erosion and redirect runoff

Because the monument sits at a higher elevation than surrounding parkland, careful drainage modeling was essential to ensure runoff is controlled and flows safely toward landscaped areas outside the project limits.

Stormwater + Site Resiliency

The team analyzed how stormwater moves across the elevated site and identified three distinct drainage areas. Updated drainage strategies and practical stormwater measures help protect against erosion and support the monument’s restored landscape, all while respecting the constraints of a historic setting with shallow bedrock and limited infiltration capacity.

Geotechnical Engineering - Assessing Subsurface Conditions

We performed a focused subsurface investigation to better understand the conditions beneath the plaza and surrounding landscape. Through infiltration testing and carefully placed test pits, the team identified voids, soil variations, and changing bedrock depths that helped explain ongoing settlement and deterioration at the site. These insights guided the design of new foundations and structural elements needed to support the monument’s long-term stability.

Scope of Improvements

When complete, the reconstruction will deliver:

  • A fully restored historic monument
  • An expanded upper terrace with new staircases
  • New pavers, railings, and landscape enhancements
  • ADA-compliant access throughout the site
  • Architectural lighting to elevate the monument’s nighttime presence
  • Modernized utilities and drainage systems
