MARAD Waterfront Asset Management Tool

McLaren was retained by the U.S. Department of Transportation Maritime Administration (MARAD) to develop a Waterfront Asset Management (WFAM) Tool that provided an asset registry for port structures (including inspection and rehabilitation history), and a decision-making tool that enabled U.S. domestic ports to undertake risk-based lifecycle management of in-water structures. This Tool allowed port executives and staff to defend and prioritize maintenance budgets and potential capital project investments.

Developing MARAD’s WFAM Tool Framework for Port Asset Management

McLaren served as the prime marine engineering expert for the Consensus Team in developing MARAD’s Waterfront Asset Management Tool, providing guidance on how U.S. ports should approach and prioritize:

  • Maintenance of deteriorating in-water structures by defining the Asset Registry
  • Decision-Making model
  • Risk Registry parameters

The key challenge was determining optimal parameters that balanced engineering and port needs, which was addressed through input from a marine expert consensus team and port stakeholders.

Waterfront Asset Management Tool Testing + Validation

Following the development of each of the major modules, the framework was tested using real port condition inspection data and capital projects. This test served as a sensitivity analysis to reveal potential disproportionate or unclear parameters. 

Technical Documentation to Support Implementation

In support of the development of the Waterfront Asset Management Tool, McLaren drafted a:

  • Technical Report to be used by the Software Developer in subsequent contracts to seamlessly code the WFAM Tool.
  • User’s Manual to assist end-users with supplementary information to better understand the WFAM Tool parameters, functions, and capabilities.

Project Management + Execution

The MARAD Waterfront Asset Management Tool was a true test of project management and meeting client expectations, as deliverables for a software program were much different than those of a typical design project. McLaren:

  • Delivered a complex, groundbreaking WFAM tool through iterative reviews and collaboration.
  • Provided timely deliverables.
  • Managed a complex contract.
  • Complied with federal regulations.
