Natural Disaster Recovery

From Emergency Response to Resilient Rebuilding

When natural disasters impact buildings, infrastructure, shorelines, public spaces, and communities, fast, practical engineering support is critical. KCI, formerly McLaren Engineering Group, provides disaster recovery engineering services to help assess damage, stabilize conditions, support repairs, and move recovery efforts forward.

Engineering Support for
Recovery, Resilience + Long-Term Performance

From emergency response and condition assessments to structural repairscivil engineeringmarine and coastal engineeringinfrastructure rehabilitationconstruction engineering, permitting support, and surveying, scanning, and mapping, our multidisciplinary team helps public agencies, owners, and project teams respond to damage and rebuild with safety, resilience, and long-term performance in mind.

Permitting

Our team is also experienced in securing permits and supporting compliance with environmental and regulatory requirements, including NEPA, FEMA, and floodplain standards. This includes FEMA and Flood Plain Impact Studies that help guide resilient design, flood risk management, and recovery planning.

Natural Disaster Recovery Services

Proven Recovery
Experience

From supporting cleanup efforts at the World Trade Center site after September 11 to helping communities rebuild after Superstorm Sandy, our disaster recovery experience is rooted in fast response, practical engineering, regulatory knowledge, and long-term resilience. Our work has supported public agencies, municipalities, infrastructure owners, and communities facing urgent recovery needs after some of the region’s most significant events.

Across debris assessment, shoreline restoration, emergency inspections, structural repairs, infrastructure rehabilitation, FEMA analysis, permitting support, and construction-phase coordination, our team brings the technical depth and field experience needed to help move recovery efforts from immediate response to lasting repair.

Post Storm Pier Reconstruction + Floodplain Resilience

NYC Parks Steeplechase Pier Reconstruction | Coney Island, NY

After Superstorm Sandy damaged Coney Island’s historic Steeplechase Pier, we provided structural and marine engineering services to help NYC Parks assess, design, and rebuild the public waterfront asset. As prime design consultant, we prepared full reconstruction documents within six weeks and performed inspections, condition assessments, design, and construction administration. The work also included a floodplain impact study, wind, wave, and current analysis, and structural design to support a stronger, more resilient pier.

FEMA Debris Mapping + Navigation Recovery

NJDOT Superstorm Sandy FEMA Debris | NJ

Following Superstorm Sandy, we supported the New Jersey Department of Transportation as part of the FEMA Category B Emergency Protective Measures recovery effort. The team provided surveying and engineering services to locate storm-related debris and shoaling in state channels and shoreline areas, helping NJDOT map hazardous conditions and protect public navigation routes. We also performed bathymetric surveys across approximately 100 nautical miles of channels and developed more than 500 reports documenting debris targets with coordinates, imagery, and approximate dimensions.

Emergency Shoreline Recovery + FEMA Support

NYCDOC On-Call and Emergency Response Services | Bronx, NY

Through an on-call contract with the New York City Department of Correction, we provided marine and geotechnical engineering, permitting, inspections, and emergency response services for NYCDOC marine structures. After Superstorm Sandy damaged the shorelines of Rikers Island and Hart Island, we performed damage assessments, supported FEMA applications, and prepared documents for the restoration and mitigation of 11,750 feet of combined shoreline. The work included riprap slope protection, marine structure repair, flooded roadway elevation, and stabilization of eroding shoreline conditions.

Fast-Track Rebuilding For Damaged Coastal Facilities

NYC Parks Superstorm Sandy Beach Restoration | Queens, NY

In the immediate aftermath of Superstorm Sandy, we supported NYC Parks with project management, civil engineering, structural engineering, and construction-phase services for damaged beachfront facilities. As prime design consultant, the team prepared construction documents for more than $140 million in beach restoration work, including boardwalks, comfort stations, concession facilities, lifeguard facilities, access ramps, and modular support facilities. The project helped restore public beach access and reopen critical coastal facilities on an aggressive recovery timeline.

Waterfront Resiliency + Floodplain Compliance

New Stapleton Waterfront Development | Staten Island, NY

At New Stapleton Waterfront Development, we incorporated FEMA analysis, updated floodplain standards, shoreline stabilization, and design refinements to improve resilience while preserving the project’s original intent. The design also raised the building and adjacent parking elevations by four feet to meet FEMA floodplain requirements near the Kill Van Kull, helping reduce long-term flood risk.

Flood-Damaged Bridge Replacement

Route 42 Replacement Bridges | Lexington, NY

After severe flooding from strong storms, including Hurricane Irene, destroyed a six-mile stretch of road and two bridges, we supported an emergency reconstruction effort for NYSDOT. The team delivered fast-action bridge replacement design for State Route 42, helping restore a critical transportation artery in Greene County. Our scope included bridge design, foundations, abutments, wing walls, bearings, superstructure, guide rails, construction inspection, planning, peer review, utility surveys, and construction layout support.

We’re excited to share that McLaren Engineering Group is now part of KCI Technologies Inc., a 100% employee-owned firm offering engineering and consulting across all markets, and construction for communications and environmental projects.
