Red Hook Public Library Flood Mitigation

Brooklyn’s Red Hook Public Library is undergoing a comprehensive renovation to become the Brooklyn Public Library’s first Net Zero Building. First opened in 1915, the renewed space will feature a reconfigured interior with increased public areas and a revitalized exterior with outdoor seating and native greenery.

Located in a FEMA floodplain — and having endured the devastation of Hurricane Sandy — flood resilience was a critical focus of the renovation. Working with architect LEVENBETTS, our civil, geotechnical, and survey teams helped design a new drainage system and flood mitigation measures, integrating the upgrades with existing infrastructure, reducing runoff to storm drains, and managing floodwaters through permeable landscaping.

Flood Mitigation + Protection

Civil Engineering Flood Mitigation

Given the library’s floodplain location, McLaren’s civil engineering plans incorporated resilient flood protection features, including permeable landscaping to absorb floodwaters and upgraded drainage to limit runoff to storm drains. The team developed schematic and final site designs, along with construction documents for enhanced storm drainage, sanitary sewer, and water service utilities. All stormwater improvements were designed in accordance with NYCDEP requirements and coordinated with MEP and utility providers.

Geotechnical Engineering — Designed to Resist Hydrostatic Pressure

Our geotechnical team conducted a comprehensive subsurface investigation, developing a boring plan for exploratory work and producing a report of findings in accordance with NYC Building Code. The investigation revealed several challenges. McLaren observed deep foundation tension and compression load tests on micropiles and ground anchors to verify they can handle the new improvements and resist hydrostatic pressure from flooding. Based on the discoveries, recommendations for adjustments to the pile design were provided to ensure structural stability.

Land Surveying

During the initial site review, McLaren performed a boundary and topographic survey with a focus on existing utilities. The team also oversaw a closed-circuit television (CCTV) inspection of the existing sanitary and storm drain infrastructure to verify compatibility with the new drainage design.

Permitting

Our permitting scope included preparation of a NYCDOB Permit, NYCDPR Tree Location Permit, and Builders Pavement Plan.

From Bid to Build — Ongoing Construction Support

Since the start of the construction phase in March of 2023, McLaren provided bid support, and design of a construction fence — coordinating with the architect and owner on the proposed layout.

Construction is scheduled to be completed by the end of 2025.

Dry Flood Proofed

The Red Hook Library is being designed to satisfy NYC Building Code Appendix G, which requires the building to be Dry Flood Proofed. In addition to our work, the project includes other measures such as flood-resistant walls and windows forming a 3.5-foot protective barrier, relocating mechanical and electrical systems to the roof, and installing moveable flood-proof devices to protect doorways during storms.
